The Ombudsman found that Council for the City of Elliot Lake violated the Municipal Act when a quorum of council attended a meeting of the Elliot Lake Residential Development Commission on April 16, 2012, and a meeting of the Nuclear Waste Management Organization on April 26, 2012.

In the fall of 2012, the Ombudsman reviewed four complaints regarding improper closed meetings or procedural concerns involving Elliot Lake Council and some of its committees. The Ombudsman found that the Finance and Administration Committee's discussion of an employee cell phone plan renewal was not permitted in a closed meeting. However, in regard to a complaint that a delegation of council met with officials from the Ministy of Municipal Affairs and Housing at the AMO conference, the Ombudsman found that such meetings were not subject to the open meeting requirements. In reviewing complaints about lack of notice of certain meetings, the Ombudsman did not find that the City violated the Act but recommended that council consider amending its procedure by-law to reflect its current notice practice, including posting notice of meetings on the website.
